You mean graphic images?  In WinXXX, anything such as Photoshop or Paint Shop 
Pro can do this.  In Linux, Gimp should be able to handle this.  I would 
certainly not think of using Latex for this.  (Shudder -- memories of Latex 
from my past life :-)
