Not sure this is too obvious, but did you enable seeing hidden and system
files/folders in the Folder Options? (In Explorer: Tools | Folder
Options... | View.)

There are two entries: select "Show hidden files and folders" and uncheck
"Hide protected operating system files".

If this makes you see the entries, then it may help to remove the system
attribute from them before trying to delete them. There are sometimes cases
where this works through the command line ("attrib") even though it doesn't
work through Explorer.
