try fiberglassing places
i dont know the names of any UK small scale fiberglassing distributors off
the top of my head but possibly try FMS (fiberglass material services) i
think thay may exist in the UK.
Anyway any decent (small) fiberglassing supply will have 1-4 liter tins of
the stuff. Possibly ask boating people, they often deal in small ammounts of
fiberglass.

other option if you happen to know of a factory that makes fiberglass
products try fronting up with some sort of suitablle container (small jerry
can type thing) and whatever the equivilent of a $20 note is ;->
generally they are pretty easy going places and arent adverse to making a
quick buck.
though as Russell pointed out just buying a tin of acetone may make people
somewhat curious these days.
