That sets the minimum and maximum pad sizes, and what percentage of the drill size is used to calculate the size of the pad. Pumping air through it (using an aquarium bubbler hose and air pump) tends to do more good than heating it IME. You can go from 1hr to 30mins by bubbling, then get the etch time down to 15-20mins if you heat the etchant. I've been using Ferric Chloride (IIRC you just mix FeCl with sodium chloride until it goes clear, drain it through a paper coffee filter, then throw the water down the drain and bin the filter). If you want some paper that works better than the magazine paper, get some "130gsm Inkjet GLOSS Paper" from Staples. Barcode # 3-141720-153458. Use a toothbrush to remove the paper fibre and clay. Oh, and acetone dissolves toner. Put some on a cloth, wipe the board, then the toner just comes off. Use some IPA to remove the residue from the acetone, then coat the board in solder flux (Electrolube "Rework Flux" is supposed to be pretty good).
