Looks like a corrupted/truncated file to me.

 

Just downloaded both the full and web-required files again, after deleting the previous downloaded files.  I now get:

* File SX-KeyEditor3_1sm.exe, version 3.53.346.0, Size: 3,905,393 bytes

Uninstalled the C: targeted application; installed the freshly downloaded full application as a Custom install to a D: drive non 8.3 directory, without problems.

Didn't bother with installing the web-required version.
