I have a vague idea about what might be happening. There are two
possibilities: some ISP invisible proxy that messes things up (at
least the one my ISP uses is fine), or data transmission/routing
issues. I think it might me MTU issues. The headers are small, they
get sent in one packet. Then, the content arrives in large chunks. If
the MTU is too high, AND some router in between doesn't know how to
break the packet in chunks, OR the DF (Dont' Fragment) bit gets set in
the IP packet, that kind of stuff will happen. This happened to a
spanish ISP once, and got everyone pissed off (some misconfiguration
somewhere). The fix at the time was to lower the MTU. The issue with
the PIClist headers not working but quickstepper working might be similar.

Unfortunately I haven't had any problems so I can do no testing here,
but I offer to help wherever I can (someone with the problem opening
up an SSH server on a linux box with decent network sniffing/debugging
tools would help ;-)
