The headers are small, they get sent in one packet. Then, the content arrives in large chunks. If the MTU is too high, AND some router in between doesn't know how to break the packet in chunks, OR the DF (Dont' Fragment) bit gets set in the IP packet, that kind of stuff will happen. This happened to a spanish ISP once, and got everyone pissed off (some misconfiguration somewhere). The fix at the time was to lower the MTU. The issue with the PIClist headers not working but quickstepper working might be similar.
