I don't know for sure, but I think so. Then even if raising MCLR to 13V
starts programming mode the PC will not be at 0000. A compareable
problem arises on Vdd-before-Vpp mode when the MCLR rises too slow.

Mayby, but the problem is entering programming mode and you need to do
that before you can change the configuration word!
