I suspect that it has been manually done because they have had a lot of Spam email from that IP address. I know that has occurred on another web address I look at, and I had to get it unblocked for that. The Spam filter here blocks some horrendous amount of Spam mail every day, the figure I heard was something like 1500 mails/employee/day, and this being a government laboratory, the number of employees is not small.
