To put this a bit wider: when you have a self-powered target with a PIC
that requires Vpp-before-Vdd, how do you handle this (with any ICSP
programmer)? The extended-Wisp628 method of temporarily shorting the
tagets power seems to work, but is a bit crude. But I see no other way
for self-powered targets.

Not much, the current firmware handles it OK, but the 'standard' Wisp628
lacks the hardware to switch the Vdd of the target. Hence the additional
circuit.
