Before doing a lot of programming... Why not use the old and tried
newsgroup form? It's already implemented, everybody has a (free) news
reader...

gmane.org is a news-to-email-and-back gateway that carries the piclist as
newsgroup. Just point your newsreader to news.gmane.org, get the newsgroup
list and subscribe to gmane.comp.hardware.microcontrollers.pic.
