I have never been annoyed by this problem and believe me I have
programmed a few hundred of times a dozens of PIC12F675 and PIC16F630.
There is a simple methode to separe the PIC supply from the main
supply, often I'm doing this with a diode. So the ICSP is using only
the programmer Vcc and not the main supply Vcc. Bingo. Right
programming algorithm and delays.
