Perhaps piclist is on a block that is blacklisted due to SPAMmers. Maybe Repeatedly, or recently depending on how your ISP handles these matters. Some ISPs read the blacklists and automatically ban those block ranges as soon as they get a list. If piclist is in that block range, you'll be invisible to those viewers. I recall trying to send a message to yahoo only to have it listed as blacklisted.... long story is, turned-out the ISP I'm with got hit by some spammer that set up a website and email address on the ISP, then proceeded to send massmarketing garbage that way until stopped.
