I don't think that's what he meant. Nowadays in NZ with our fully proportional "MMP" system you NEED a majority and may form it by coalition. About a decade ago we changed from a "first past the post" system where candidates each had to win their seats and a majority of seats gave you power. On a number of occasions the winner held less votes (but more seats) than the opposition.
