This effect is inherent in any form of partitioned and/or indirect election, so I think in almost any democracy (but the USA way of electing a president might be the most visible form). In my country of instance (Netherlands) the equivalent of the Senate is elected by the provincial assemblies, so it has this effect. In Belgium there is some form of District elections, which is complicated a lot by the bi-langual issue. The issue of re-arranging (or not re-arranging) the boundaries of a particular District almost blew the gouvernment.
