I think there are quite some low end network analyzer which only works up to 1MHz. I also know that the HP4194 we have does not go to 1GHz. Still they are quite expensive. For example, Venerable Industry and Ridley Engineering have both network analyzers for the power supply design and only goes to MHz but they are about US$5000 and up. So maybe it is not that simple.
