Then only a coalition can govern and the power balance is more normal, i.e. the ratio between rulers and opposition is around 2:1 most of the time. Yes, this results in more unstable governments. Too bad if the successive unstable governments do not recognise that they must make the economy happy (as opposed to just a few fat cats). If they don't, then it only means they will spin out of the cycle faster ...
