This doesn't make sense.  There is no internal clock in a slave.  In fact
the clock rate register is re-used for something else in slave mode if I
remember right, like the slave address.

It's been a long time since I used hardware IIC on a PIC because of all the
problems.  My first answer is don't design a system around IIC using PIC
hardware.
