Yes, there is no specific "local mac range"; what exists is a set of OUIs (first 24 bits) that mean that the remaining 24 bits are locally derived, rather than being assigned at the factory. I was suggesting that freeloaders use this, since 1: they're not in common use 2: protocols that use them will be explicitly designed with the thought that the mac address not be globally unique (not that I can think of any protocols that require globally unique addresses, other than things like LAT that only operate locally anyway.) Such "locally administer" OUIs still potentially belong to someone, but are less likely to lead to conflicts with anything....
