Take a look at RealTerm (http://realterm.sourceforge.net/)

RT lets you transmit and receive serial data over the network. I've used
it a number of different ways for testing and remote control projects
and it works well. Best of all it's free.

It's needs are very small so any junk computer that can run Windows
would be fine for the remote end.
