It should have been written as "The PIC16F688 has a 13-bit 
program counter capable of addressing an 8K x 14 program 
memory space. Only the first 4k x 14 (0000h-0FFFh) for the
16F684 is phisically implemented". 

So there are two mistakes in two sentences. This is a bug 
with DS41203B. Take a look at DS41202C for the 16F684 and 
DS41262A for 16F685/687/689/690. They are correct.
