The problem happens about when your company becomes big and well known enough to start getting an influx of unsolicited resumes. That is, people send you resumes "I'm great! I want a job!" rather than repsonding to a particular and specific known job opening. If the applicant can't be bothered directing their resume to the "right" place, it becomes HR's job to do so. Unfortunately, HR isn't very good at it; they're merely "better than nothing."
