I am pretty sure that MPLAb cannot support 2 ICD2s running on both
USB.  You would probably have to put one of them on serial, or both -
I think that you should be able to setup each MPLAb so use serial on a
different com port.

BTW, just wondering why you would want to do this?  Are you debugging
comms between 2 different PICs?
