I don't think eagle does it but I'd look at adding a
bitmap to the gerbers.  Pentalogix viewmate can import
hpgl so, in theory (yeah, I know...), you could add an
hpgl image to a gerber.  Getting an HPGL image is an
exercise left to the student.  

Caveat - never tried it but am interested for obvious
reasons.
