Perhaps the 30% figure is related to handling? I.e., clumsy crooks dragging chips out the back of a truck can reasonably be expected to trash ~30% of them? I'd believe that, if they weren't yet packaged in such a manner as to be shipped to distributors. Maybe. Or maybe it's a case of CYA.
