I would say "inability" rather than unwillingness. A C compiler is a complex program by anyones standards, and most of the people wishing to use a free C compiler are going to be hobbiests who are also likely to be learning the language as they go (if my experiences from the Piclist and the HiTech forums are anything to go by).
