Very wierd - I just tried it on my other 18F1320, and it worked fine. 
Then tried it back on the first one again, on a whim, and it worked
fine.  Not sure if it was the restart of MPLAB, or the powering off of
the board when I changed the chips.  Anyways, thanks for all the help.
