Don't be tempted to solder in a new thermal cutout - the clue is in the name! :-) It's a good idea, but let me add that in my experience, in cases where the thermal cutout tripped, it's entirely possible that the insulation on some of the windings has melted, shorting some windings together. This would result in you getting the wrong voltage. Just something I wanted to add if one does want to take that route.
