Although far from perfect GEDA might be what you are looking for http://www.geda.seul.org/ Have a looksie. If you are expecting highly refined toolks on Linux, you'll likely need to pay for them. Linux is a low priority for cheap software comercial developement at the moment I think. Stephen R.
