Measure the voltage, say 220 +/- 25VAC. Obviously if it reads 0V then mains is off, but the circuit has a separate detector for that. I'm sure the safest way to do this would be through a transformer, and a very small one is all that is needed, big enough only to drive a light resistive load Waiting to hear back from Block about my concerns with the RS part. I have a feeling they might not admit any error or liability if the transformers have been mis-labelled or mis- wound. Which would be unfortunate and frustrating.
