No :-(. An AC winding SHOULD measure - Rated voltage on a meter - 2.83 x rated voltage peak to peak on a scope. And the lightly resistively loaded waveform should be near sinusoidal. If it doesn't do the above there is something badly astray with any mix or all of meter, scope, mains, transformer, brain, eyes.
