None of them actually know what the effect of ripple is, because like everything else, "it depends". On analog stuff, at least you always know more ripple is worse. On audio things, it usually means hum, and more ripple means more hum. But on digital stuff, the effect ranges from no effect, through flaky things happen, up to doesn't work at all. And it really isn't practical to try to predict. So generally you make a reasonable effort to keep it down, and you take some steps in your design to be sure you don't aggrivate it. PICs generally aren't all that sensitive, so if your ripple is in the millivolt range, you aren't likely to have a problem.
