Connect a LED + R to this wire to see if the PIC runs at all. If not you have something (PIC, crystal, 5Volt, ...) dead in your circuit. Next get a terminal emulator, short pins 2-3 at the far end of your serial cable and see if you get an echo. Double check whether the echo disappears if you remove the short. Next connect the cable, remove the max232 from the Wisp628, make the appropriate short in the IC socket and check again. (no need for 5V so far). Next put the max232 back, remove the 16F628 and again make the appropriate short in the IC socket. This time 5V is required.
