The 17C44 ($16.15) is a little more than half the cost of the PUM ($29). I had to go to Digikey's web site to find the part, their latest catalog doesn't list any PIC17 parts. I guess they are supplanted by the newer flash parts... It is tempting to get the PUM, even though all the chips I currently use can be programmed by the latest 3.11 firmware.
