Sorry for the late response.
Get an arcade joystick from www.happcontrols.com
They're cheap (<$20), and have 4 qty spdt switches, one for each direction.
You can wire this up to do exactly what you need without the need for
anything else.

Look in the PC controls section of their website.  You can also buy these
off ebay.
