You've gotten a fair amount of advice (most good...) but I haven't seen one obvious newbie error mentioned. Have you turned off the WDT? My first PIC program was "working" but had some odd behavior. Sure enough, the chip the WDTwas going off causing the PIC to restart every couple of seconds. Don't know if this is your problem but worth checking out.
