Are you sure you haven't had an operating system change? Sounds like the behavior of NT/W2K/XP if the software was assuming 9x. Also, beware that some programmers expect the serial port to put out something like 9 volts, and lots of modern serial ports generate a tenth of that. If you can wiggle the lines with ic-prog, first step is to put your voltmeter on the serial connector at the back of the PC and see what's happening there.
