Perhaps you have changed the serial cable and have either a straight
through one or one that swaps the tX/RX lines.

I just found it and had another look through... There was an
interesting comment about when enabling the data out in the ic-prog
test panel the data in should also as they are tied to confirm the
software using serial and connected to the programmer. THIS IS NOT
HAPPENING.

I've shifted my focus away from the programmer and onto the serial
cables and serial port on the computer so far not luck.
