Sure, people make contributions all the time but the
standard ones that come with the installation are
fraught with, er, quirks.  I haven't seen cadsoft
updating the core ones (though I don't look that
often).  Probably the biggest problem is the lack of
standardization of which layer the legend (aka silk
screen) symbols go into - I have spent far too much
time getting the legend gerbers right.   Not to
mention the messed up legends for SMDs.

Even if I use some one else's library, I check it out
and often tweak it.
