Variations between PICs can be accomodated in the programmer circuit. The PM3 is an existance proof of this. However there is no programmer circuit that can work with all possible target circuits. You have to be willing to put some restrictions on the target circuit. The full schematic is available. This was originally intended as an in-socket as apposed to in-circuit programmer, but it can program PICs in many target circuits. I have only verified that it can program the listed PICs.
