Dumitre, I'm affraid you've asked a wrong question. First you'll not be able to use "all 16F and 18F pics". So I suggest to define exactly which one (or more) you'll use and then to choose a free programmer already available on the web. The best free software programmer is without doubt ICPROG, www.ic-prog.com, which works OK with many hardware. However not all pics are supported by icprog.
