I believe there are clear plastics or sprays that are conductive enough to be used for sheilding. Maybe installing one of those over the display and grounding it might work. Or, perhaps a nice thick clear plastic window over the display would increase the breakdown voltage enough that the user wouldn't be sending a shock through the display.
