I suspect you will find that the static charge is "built in" to the plastic by the rotomold process, which I suspect is a bit like the spun concrete process used for large pipes and water tanks. Note that it is possible to permanently have a static charge on plastic - this is essentially what is done for the electret microphone diaphragm during manufacture. As such it is difficult to get rid of it.
