Although...

o the scandal is about internal emails
o they aren't necessarily being solicited by receivers (ie bulk mailed)
o or deleted, which might explain the outrageous storage %
o some come from outside the police system too, enquiries ongoing
o Police Assoc Pres described the conduct by perpetrators as "dumb"
o this, along with 111 screw-ups, staff overload, assorted assaults,
   fanatical concentration on reaping fines from motorists, is doing the
   police image no favours at all

oh, and

o PM "happens" to be out of the country again when a scandal breaks
