I'm not sure why you'd say that, it is NOT a universal thing. Whether or not the customer owns the code is up to the agreement between the coder and the customer. There are many times when the agreement ends up being the code DOESN'T belong to the customer, just the right to use it. This is just foolish, since it hinders other people but more importantly the coder themselves.
