I call this a "contractor" as apposed to "consultant".

I agree with Bob that Vitaliy needs a contractor, not necessarily because
that's what's really needed, but because he can't get comfortable with a
consulting arrangement.  In particular he is not willing to trust a
consultant's professionalism and is therefore not willing to let go of the
details.  Without a change in mindset, this would not work well neither for
him nor the consultant.
