It looks to me as though the ribbon cable was presenting too much
of a capacitive load to the driver circuits on the programmer board.
Also, the ribbon may have been introducing excessive crosstalk
between pins.  Going to the separate wires soldered point-to-point
would be likely to have lower capacitance and maybe lower cross-
talk as well,
