Many countries have a "phone home free" system where you can dial a toll free number when you are in a foreign country and then the number you want in your own country. This gets you out of the foreign charging system for free and the toll calls are then charged at a rate set by your own administration. This can be MUCH cheaper than paying hotel rates - it probably just costs a local call and can even be done from a callbox / payphone. In my country it used to be called "NZ direct". YMMV.
