The clock on the PIC should do fine. If you do the math by hand, you realize that there are some factors that cancel themselves out and use time as a ratio between C1 and C2, where C1 is your calibrated value while C2 is your measured value.... likewise with L. I once built a capacitance meter using a 0.5mhz computer, so a PIC running at whatever speed that is okay should do just fine.
