Hi.
Maybe my posts have been delayed in some way, but
have you tried to actualy *PROGRAM* the PIC before
checking if the osc is running ? If you *read* the data
sheet on the page where the config word is described,
you'll see that the crystal osc isn't enabled "by default".

I'm not 100% sure (and I've not seen that the data sheet
says so clearly), bit I'll bet that the crystal osc isn't
running at all when RC is selected. Why should it be ?
