I have used Carnivals service with very happy results.  they had a  deal 
where you got so many minutes for so much $$$.  they also had other  plans.  You 
may want to check and see if they offer plans other than  the  per min rate.  I 
know mine was probably pe rmin but I did not  think it was cheap either, but 
is used for mail only it is not  bad
